And to attract China's advanced LED companies to set up factories in Russia.

Grudev said that in 2013, the Russian LED industry developed rapidly, with a growth rate of 250%. LED lighting accounts for 10% of the Russian lighting industry's market share. According to statistics, in the lighting market in 2013, sales of Russian LED bulbs were 1 billion, and sales were 40 billion rubles. The Russian government has introduced a series of measures to promote energy-saving light sources. It is estimated that by 2016, LED lighting will account for about 35% of the Russian lighting industry's market share.

According to Gragedev, over 50% of the Russian LED industry is imported. “If it is a higher proportion of accessories, it will reach 70%.” Dr. Li Wenyu, Ph.D., Guangdong Institute of Strategic Development of emerging industries, stated that in 2013, China exported 800 million U.S. dollars of LED products to Russia and CIS countries, of which Russia accounted for 75.74%. Chinese LED products account for more than 40% of the Russian market.

Grudev said that in the development of the LED industry, Russia’s goal is to increase the total amount of China-Russia LED industry trade. The second step is to attract Chinese advanced LED companies to set up factories in Russia.
