According to Taiwan media reports, Li Yue said when attending the "Straits Cross-Strait TDD Summit" that China Mobile needs to adopt the mode of TDD and FDD integration when developing TD-LTE and to achieve the goal of simultaneous development of the two.
The so-called convergent development is to allow TD-LTE and FDD LTE to achieve technology integration, standard integration, product integration, industry integration and even operation integration. Li Yue said that for users, using a terminal that supports both TD-LTE and FDD LTE to achieve global roaming can only share the global market size, minimize costs, and ensure quality.
It is reported that China Mobile and a number of GTI operators and partners have proposed the target of 500,000 global TD-LTE base stations by 2014, covering a population of 2 billion.

3 cities already have TD-LTE commercial capabilities
Regarding the maturity of the mainland's TD-LTE industry and network construction, Li Yue said that China Mobile has started construction of 20,000-station TDs in 13 cities including Ningbo, Chengdu, and Fuzhou "cross-strait wireless cooperative cities" -LTE network, and basically has commercial capabilities in Hangzhou, Shenzhen and Guangzhou.
He revealed that China Mobile plans to increase the number of TD-LTE base stations to more than 200,000 in 2013. At the same time, the relevant state departments have planned to use all 2.6GHz 190M frequencies for TDD, and approved China Mobile to use the F-band TD-SCDMA upgrade to support TD-LTE, which has laid an important foundation for the large-scale construction and development of TD-LTE.
In addition, in terms of 3G networks, China Mobile will further expand the scale of TD-SCDMA network construction and vigorously develop TD-SCDMA terminals.

Choosing VoLTE as the main voice solution for TD-LTE terminals
Regarding the research and development direction of TD-LTE terminals, Li Yue made three specific suggestions.
One is to support multi-mode and multi-band. TD-LTE terminals should be compatible with FDD LTE, GSM, TD-SCDMA and WCDMA, and support multiple frequency bands at the same time to adapt to global roaming and terminal universality.
The second is to support high-performance LTE voice solutions. Li Yue said, "In order to speed up the development of scale, we particularly hope that TD-LTE smartphones can be commercialized as soon as possible. Therefore, after careful research on LTE voice solutions, we believe that VoLTE is the target solution and the most powerful solution.
