[NetEase Smart News, January 5] On October 11, 2017, the National Development and Reform Commission issued a notice about organizing and implementing the "Internet Plus" initiative, artificial intelligence innovation, and digital economy pilot projects in 2018. The commission, along with central management organizations, invited applications for major projects under the "Internet Plus" and AI innovation programs. A list of proposed supported projects was published between December 27, 2017, and January 3, 2018. This indicates that the government's support for AI is growing, sending strong positive signals to the AI community.

According to the "Notice from the General Office of the National Development and Reform Commission on Organizing and Implementing the 'Internet+' in 2018, Artificial Intelligence Innovation Development, and Major Projects for Digital Economy Pilot Projects (Development and Reform Commission Gao Ji [2017] No. 1668)," the High Technology Industry Department of the National Development and Reform Commission recently commissioned the China International Engineering Consulting Company to evaluate the submitted projects. Based on the evaluation results, a list of projects to be supported was finalized.
From the publicly released list, it’s clear that many leading AI companies have been selected. These include cloud technology projects, high-accuracy face recognition system industrialization initiatives, Huawei's heterogeneous computing platform development, and JD.com's open-source deep learning platform projects.
Beyond this, Beijing has set a clear timeline for AI development, aiming to reach global advanced levels by 2020. The city has issued the "Guiding Opinions on Accelerating Science and Technology Innovation to Nurture the Artificial Intelligence Industry." By 2020, Beijing expects its new generation of AI technologies and applications to be among the world’s best, with key technologies reaching global leadership. It also aims to produce several groundbreaking theoretical and technical achievements.
As of September 2017, Beijing had nearly 400 AI companies, making it the top city in China for AI startups. Nearly 160 of the country’s AI startups are located in Beijing, highlighting the city's status as an AI hub.
Meanwhile, Mentougou District has introduced the “High-Precision 19†policy, aimed at supporting the development of precision industries. Under this plan, "precision" enterprises will be stationed in the Mentougou Science and Technology Park, while "precision" talents will be settled there. These businesses can benefit from 19 types of support, including startup funding, life services, technology certification, product marketing, and result conversion.
Industry insiders believe that the long-awaited AI policies are now being implemented. This not only boosts confidence among practitioners but also paves the way for the industry to become more standardized and mature.
