The Ministry of Industry and Information Technology website on the 29th, the Ministry of Industry and Information Technology recently released the "Standard Conditions for Industrial Robot Industry", from the aspects of comprehensive conditions, enterprise scale, quality requirements, research and development innovation capabilities, talent strength, sales and after-sales service, social responsibility, supervision and management, etc. Production companies and industrial robot integration application companies have regulations. The conditions of this specification will be implemented as of February 1, 2017.

Industrial robot industry specification conditions

First, the general

(1) To implement the "Robot Industry Development Plan (2016-2020)", strengthen the quality management of industrial robot products, standardize the market order of the industry, safeguard the legitimate rights and interests of users, and protect the investment of industrial robots and industrial robots The enthusiasm, in accordance with the principles of encouraging technological progress, regulating competition behavior, and promoting safe production, in accordance with relevant national laws and regulations and industrial policies, the "standard conditions for industrial robot industry" (hereinafter referred to as the normative conditions).

(2) Encourage industrial robots' ontology production enterprises and industrial robots to integrate application enterprises to voluntarily apply for regulatory conditions in accordance with the conditions of this Code, and publish to the public in the form of announcements for enterprises that meet the requirements of the regulations, and guide various types of incentive policies to be gathered at the announcement enterprises.

(3) The conditions of this Code apply to industrial robot body manufacturing enterprises and industrial robot integration application enterprises within the territory of the People's Republic of China.

Second, the comprehensive conditions

(4) Having the qualification of an independent corporate legal person and obtaining a business license.

(5) In line with the relevant national industrial policy requirements.

(6) Having independent research and development, production and professional technical service capabilities.

(7) Having good credit and public image, having good performance ability, paying taxes according to law, and having no violation of state laws and regulations and unfair competition in the past three years.

(8) It has the means of informationization and intelligent management.

(9) The industrial robot body production enterprise shall have facilities and equipment for research and development, production, lifting and transportation that are compatible with the development and production of industrial robots.

(10) Industrial robot integrated application enterprises shall have facilities, such as R&D, design, production, assembly, lifting, transportation, etc., which are compatible with the activities of industrial robot system integration and professional technical services.

Third, the scale of the enterprise

(11) The financial position is good, the financial data is true and credible, and audited by an accounting firm registered in the territory of the People's Republic of China.

(12) It has a fixed R&D/production site and is compatible with the R&D capability/production scale of the enterprise.

(13) The industrial robot body production enterprise, the annual main business income is not less than 50 million yuan, or the annual output is not less than 2000 sets.

(14) The total annual income of industrial robot integrated application enterprises, sales of complete sets of industrial robots and production lines is not less than 100 million yuan.

Fourth, quality requirements

(15) The enterprise shall have the process detection equipment and the factory inspection equipment suitable for the industrial robot body and integrated system. All the testing equipments need to be effectively metered, and there is a valid calibration report approved by CNAS.

(16) The robot body and key component products developed and produced by industrial robot body production enterprises and application integration enterprises must obtain the “National Robot CR Certification Mark”, and the robot application integration system must be approved by the nationally recognized third-party testing and certification body. Eligible for evaluation.

(17) The enterprise shall establish a quality management system in accordance with the GB/T19001-2015 standard, which is certified by the certification body established in the country and can operate effectively.

(18) Industrial robot body production enterprises should also meet the following requirements:

1. At least the positioning and precision testing equipment such as the three-coordinate detector (range and precision higher than the product design requirements) should be provided, and the calibration period should not exceed 12 months;

2. At least the following equipment such as positioning and precision detection, and ensure that the calibration period does not exceed 12 months;

Positioning accuracy and repeat positioning accuracy test equipment: range and accuracy are higher than product design requirements;

Pressure tester: range and accuracy cover product design index requirements;

High-precision workpiece size test equipment: range and accuracy cover product design index requirements;

Reducer test equipment (except AGV): range and accuracy cover product design index requirements;

Servo motor test equipment (except AGV): range and accuracy cover product design specifications.

3. At least the following standards and product standards should be met and tested by third-party testing agencies:

4. The reliability, environmental adaptability and durability level are close to the level of similar foreign products, and the average time between failures is not less than 50,000 hours.

(19) Industrial robot integrated application enterprises shall also meet at least the following general standards and product standards, and pass the test of third-party testing institutions:

GB5226.1-2008 Mechanical and electrical safety machinery and electrical equipment - Part 1: General technical conditions;

GB/T16855.1-2008 Mechanical safety control systems - Safety components - Part 1: General design rules;

GB28526-2012 Functional safety of electrical, electronic and programmable electronic control systems related to mechanical electrical safety and safety.

V. R&D and innovation capabilities

(20) The enterprise shall enjoy intellectual property rights to its main products, among which not less than 6 patents for industrial robot related products and integration schemes (not less than one invention patent) or many software copyrights related to the core functions of the product There were 10 items and no infringement occurred within 3 years.

(21) The company independently sets up a research and development team/department, and the annual R&D expenditure is not less than 4% of the total turnover of the previous year.

(22) The enterprise shall have R&D institutions at the provincial level or above (including key laboratories, engineering technology research centers, enterprise technology centers, etc.), or industrial robots related products and technologies to obtain provincial and ministerial second prizes and above (including technology). Invention Award, Science and Technology Progress Award, etc.).

Sixth, talent strength

(23) There should be a person in charge of technology and quality management in the enterprise leadership. The leader of the enterprise should have the corresponding technical background or experience in charge of relevant work.

(24) Personnel in special positions such as special operations and special equipment operations shall have corresponding qualification certificates, and the rate of holding the certificates shall be 100%. At the same time, a reasonable human resources training and assessment system should be established and implemented effectively.

(25) Industrial robots' ontology production enterprises or application integration enterprises, the number of personnel working from R&D, design and other technologies is not less than 15 and the proportion of the total number of enterprises is not less than 20%.

Seven, sales and after-sales service

(26) Product after-sales service must strictly implement the relevant national regulations and establish a sound product sales and after-sales service system to guide users to use the products reasonably, and provide users with corresponding operational training and maintenance services.

(27) The warranty period for industrial robot products is not less than one year.

Eight, social responsibility

(28) The enterprise shall carry out safety production standardization construction work in accordance with the requirements stipulated in the "Safe Production Law" and the "Safe Production License Regulations".

(29) Enterprises shall operate in lawful and honest manner, pay taxes according to law, and consciously abide by labor security laws and regulations.

IX. Supervision and management

(30) Application, review and announcement of enterprise standard conditions:

1. The Ministry of Industry and Information Technology is responsible for the standard management of the industrial robot industry. The applicant enterprise applies to the Ministry of Industry and Information Technology through the competent department of industry and information technology in the province (autonomous region or municipality directly under the Central Government).

2. The competent departments of industry and information technology of all provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for the preliminary examination of the application of industrial robot production and system integration enterprises in the region. The preliminary examination shall verify the relevant information of the enterprise according to the requirements of the standard conditions, and submit the preliminary examination opinions, with the application materials of the enterprise. Submitted to the Ministry of Industry and Information Technology.

3. The Ministry of Industry and Information Technology entrusts relevant professional institutions to formulate corresponding evaluation rules according to the standard conditions, and organizes experts to review the applicant enterprises.

4. The Ministry of Industry and Information Technology will review and publicize the enterprises that have passed the review, and publicize them without objection.

(31) The Ministry of Industry and Information Technology conducts dynamic management of the list of announced enterprises. The competent departments of industry and information technology of all provinces, autonomous regions and municipalities directly under the Central Government shall supervise and inspect the conditions for the notified enterprises in the region to maintain the standard conditions every year. The Ministry of Industry and Information Technology conducted a spot check on the notified enterprises. Encourage all sectors of the society to supervise the announcement of enterprises to maintain standards. If the company is notified of the following circumstances, it will revoke its announcement:

1. Fill in relevant information with falsification;

2. Refusing to accept supervision and inspection;

3. Can not maintain the normative conditions;

4. A major liability accident occurs, causing serious social impact.

Anyone who revokes the qualification of the announcement shall inform the relevant enterprise in advance and listen to the statement and defense of the enterprise.

X. Supplementary provisions

(32) The standards cited in the conditions of this specification are subject to the latest valid version applicable.

(33) The conditions of this Code shall be interpreted by the Ministry of Industry and Information Technology and revised as appropriate in accordance with the development of the industry.

(34) The conditions of this Code shall be implemented as of February 1, 2017.
