There are still many imperfections and challenges in the development of industrial drones in China. However, the country has not ceased its exploration in this field. The government has introduced a series of policies and plans to support the growth of the industrial drone industry. As industrial drones gain increasing attention in developed countries and their applications continue to expand, China has also started to invest more in this area, with the state actively promoting relevant initiatives.
The development of industrial drones in China began relatively late, and their share in the overall drone market remains small. This is partly due to the high technical complexity required for industrial-grade drones and the strong reliance on national policy support. With the growing global interest in industrial drones, China has taken steps to develop its own capabilities in this sector. Policies have been introduced to encourage innovation, research, and application in various industries.
On November 29, 2016, the State Council issued the "13th Five-Year National Strategic Emerging Industry Development Plan," which included specific goals for the industrial drone industry. It emphasized accelerating the implementation of major projects related to large aircraft, completing the development of large passenger planes, launching wide-body aircraft, and breaking through core technologies. The plan also aimed to speed up the development and mass production of new regional aircraft and improve the adaptability and competitiveness of aircraft routes. Additionally, it encouraged the development of civilian helicopters, multi-purpose aircraft, and industrial drones that meet high market demand.
Despite the technical challenges and early-stage limitations, China has made significant progress in applying drones in agriculture. Agricultural plant protection drones, for instance, have seen considerable growth due to supportive policies. Since 2013, the government has promoted the use of drones in agricultural pest control. For example, in May 2013, the "Opinions on Accelerating the Construction of Modern Agricultural Plant Protection System" was released, encouraging the use of drones, helicopters, and fixed-wing aircraft for pest management. In 2015, the Ministry of Agriculture issued the "Action Plan for Zero Growth of Pesticide Use by 2020," aiming to replace outdated machinery with modern plant protection equipment to reduce waste and increase efficiency.
In January 2016, the Central Committee of the Communist Party of China and the State Council jointly issued "Opinions on Implementing the New Concept of Development, Accelerating Agricultural Modernization, and Achieving the All-round Well-off Society." This document emphasized the importance of modernizing agriculture through advanced technology and infrastructure.

Summary and Interpretation of Industrial UAV Policies in Various Provinces and Cities in 2018
In the field of plant protection drones, the government and most provinces have introduced subsidy policies to encourage large-scale adoption. In September 2017, the Ministry of Agriculture launched a pilot program to guide the technical development and standardized application of plant protection unmanned aircraft. Six provinces, including Zhejiang, Anhui, Jiangxi, Hunan, Guangdong, and Chongqing, were selected for the pilot. A notice was issued to standardize the application process and promote the use of these drones in agriculture.
Subsequently, several pilot provinces introduced their own subsidy programs to support the adoption of plant protection drones. These policies aim to reduce costs and increase accessibility for farmers.
