The National Science and Technology Management Information System Public Service Platform issued the “Notice on Request for Comments on the 2017 Project Declaration Guidelines for Key Projects in the National Key R&D Programs”, including the “New Energy Vehicles” Pilot Project 2017 Project Declaration Guide. This proposal points out that the pilot project is based on six innovation chains of power battery and battery management system, motor drive and power electronics, electric vehicle intelligence, fuel cell power system, plug-in/incremental hybrid system and pure electric power system. ), a total of 38 key research tasks were deployed. 1. High safety and high specific energy lithium battery technical requirements, battery cell energy density ≥300Wh/kg, cycle life ≥1500 times, cost ≤0.8 yuan/Wh, safety meets national standard requirements, annual production capacity ≥100 GWh.

2. The energy density of the battery system is ≥210Wh/kg, the cycle life is ≥1200 times, the safety meets the requirements of the national standard, the cost is ≤1.2 yuan/Wh; the annual production capacity is ≥10,000 sets, and the products are at least 3 complete vehicle enterprises ( At least one passenger car model is included, and the loading application is not less than 3000 sets.

3. The energy density of the fast-charging battery is ≥120Wh/kg, the constant current charging capacity is more than 80% of the rated capacity (normal temperature, 6C rate), the cycle life is ≥10000 times; the battery of the plug-in hybrid vehicle, the supercapacitor The energy density reaches 200Wh/kg and 50Wh/kg, respectively, and the charging power density reaches 1200W/kg and 5000W/kg (normal temperature and 50% SOC) respectively. The cycle life is more than 5000 times and 100,000 times respectively; the annual production of high-power batteries The capacity is ≥200 GWh, the number of loading vehicles is ≥1000 sets; the annual production capacity of supercapacitors is ≥10 million watt-hours, and the number of loaded vehicles is ≥200 sets.

Battery demand will surge

The launch of the pilot special project will boost the lithium battery technology upgrade and help the new energy vehicle industry to further develop.

In addition, the Ministry of Industry and Information Technology recently issued the Interim Measures for the Parallel Management of Enterprise Average Fuel Consumption and New Energy Vehicle Points (Draft for Comment), which proposed that the average fuel consumption of the passenger vehicle manufacturers meets the standards of new energy vehicles. The index requires the establishment of two points of fuel consumption and new energy vehicles, and the positive and negative points of fuel consumption according to whether the standard is met, and the positive and negative points of new energy vehicles. Positive fuel consumption points can be transferred to other companies within a certain range or carried over to the next year. New energy vehicles are only allowed to trade in positive points and cannot be carried forward. The negative integral of fuel consumption and the negative integral of new energy vehicles must be balanced against the positive points of new energy vehicles. According to the principle that the new energy vehicles are integrating the basic balance of fuel consumption and negative points, the industry will accumulate about 5.58 million new energy passenger cars from 2016 to 2020. In 2020, about 2 million new energy passenger cars will be produced. The introduction of the points system will force the promotion of new energy vehicles to accelerate.
