Extensive growth has exacerbated resource “bottleneck” constraints. In China's eight high-energy-consuming industries, the energy consumption per unit of product is about 40% higher than the world's advanced level. The total recovery rate of mineral resources is 30%, which is 20% lower than the foreign advanced level. The value of renewable resources that can be recycled every year but not utilized is more than 30 billion yuan.

The acceleration of the process of economic globalization has brought new challenges to resources and environment for China. Feng Fei pointed out that from a global perspective, a large number of resource-based and high-energy-consuming industries in developed countries have shifted to China. China also exports a large number of energy-intensive products, such as China has become the world's largest steel exporter. In addition, the significant increase in energy prices in the international market has increased the cost of China's development.

According to the data, Feng Fei believes that under the current policy environment, China's average annual GDP growth during the “Eleventh Five-Year Plan” period will remain at 7.5%, and it is possible to achieve the goal of reducing energy consumption by 20% in five years. If the rate of economic growth cannot fall back to this level, it is necessary to introduce a large number of supporting fiscal and taxation policies and form a reasonable price mechanism.

For example, the state budget should set up energy-saving subjects, arrange special funds for energy conservation, and establish corresponding supporting funds for local finance; form a tax policy that supports energy conservation; prices should reflect the scarcity of resources, supply and demand, and external costs of environmental damage. For the two main ways of energy conservation that have been recognized - structural energy conservation and technical energy conservation, we must introduce detailed operational objectives.
